JOB DESCRIPTION

POSITION TITLE: Utility Technician II

DEPARTMENT: Operation and Maintenance Division

REPORTS TO: Superintendent of Operation and Maintenance Division

FLSA: Hourly

GENERAL DESCRIPTION OF WORK:

This is routine, manual work- repetitive in nature. Performs duties primarily requiring physical exertion. Work involves the use of manual tools on routine tasks and use of power tools. The duties range over a large variety of activities, including light and physical labor, indoor and outdoor work, and work in groups or alone, depending on the nature of the assignment.

DUTIES AND RESPONSIBILITIES:

A. Full time assistance with and/or minimal sole performance of sewer and

water pipefitting skills necessary in the operation and maintenance of a water and sewer utility.

B. Maintains reliable attendance record

C. Cleans, organizes and accounts for hand tools and misc. equipment

D. Able to locate existing facilities

E. Prepares project progress reports and all related paperwork

F. Evaluates progress of work for completeness, accuracy, and conformance

with standards and specifications

G. Maintains and repairs sewage grinder pump units

SUPERVISED BY: Foreman and/or Assistant Manager Operations

PHYSICAL DEMANDS:

The Physical demands of this position include but are not limited to the following:

A. Frequent reaching, walking, kneeling, bending, stooping, lifting, pulling

climbing in and around construction type equipment

B. entering and exiting confined spaces

ENVIRONMENTAL DEMANDS:

The environmental conditions the position incumbent is exposed to while performing job duties are limited but are not limited to the following:

A. Frequent outside environment, odors, noise, vibration, chemicals, extreme

dust and fumes

EQUIPMENT OPERATIONS:

This position must be able to operate the following types of equipment to fulfill job duties.

A. Motor Driven Vehicle

B. Hand operated power tools

C. Hand tools

D. Specialized equipment, including but not limited to sewer cleaners

EDUCATION, EXPERIENCE, SKILLS:

High School Diploma or GED equivalent

The applicant must possess the ability to maintain a good working relationship with all co-workers and the general public. The applicant must maintain a valid WV Driver’s License.

The applicant must posses the following experience and skills:

A. Knowledge of safety measures and practices used in utility work and

enforces same on other members of crew. Recognizes unsafe conditions and resolves said conditions in a timely fashion

B. Ability to comply with instructions

C. Good Knowledge of standard compaction requirements and procedures

D. Ability to communicate effectively

E. Ability to be on call for weekly periods

F. Ability to train others in job skills

G. Understands all aspects of confined space safety

The above-described Education, Experience and Skill requirements shall be general guidelines that will apply in most circumstances. The General Manager shall have the discretion to waive some or all of these requirements. Such waiver shall only be made in the rare case of a worker who consistently demonstrates though exceptional performance a strong grasp of the necessary concepts and principles, which the requirements are intended to capture.

The Putnam Standard has a new article about Putnam Public Service District's efforts to maintain water and wastewater service during the recent cold snap:

The article includes the following tips to avoid pipes freezing in your home or business:

• Let a thin stream of cold water run from a faucet. The stream should be a continuous flow, about the thickness of a pencil.

• Be sure pipes in unheated areas of the home or crawl space are insulated. Many hardware and home improvement stores carry foam insulation for this purpose.

• Leave interior cupboard doors under sinks open, especially if the water pipes are adjacent to an exterior wall. This will allow heat from the room access to the pipes.

• Plug drafty cracks and repair broken windows that could allow cold air to get inside where pipes are located.

• Shut off and drain pipes leading to outside faucets.

• Know the location of the main water shutoff valve in your home. Check it periodically to ensure it works properly.

Be sure to insulate your pipes and hot water tank if they are in a part of your business or residence that is kept under-warmed. In addition to preventing water pipes from bursting, wrapping pipes and heaters will also help save on energy costs.

Imposter Putnam PSD Employee Active in Putnam County

It has come to the attention of the Putnam Public Service District that someone is active in Putnam County impersonating a PPSD employee. This individual is making unsolicited visits to the houses of area residents offering to inspect homes for “frozen pipes” for the sum of $20. Upon gaining access to the dwelling, this person proceeds to rob the unsuspecting victim.

Putnam PSD employees are making no such offers. Workers for the PSD would only come to a residence wearing official attire (uniform, jacket, or hat) clearly marked with the company’s logo and would also have a company ID card on their person. Furthermore, with the exception of a termination of service notification, PPSD personnel would come in groups of two or more. If anyone claiming to be an employee of Putnam PSD approaches your house with an offer to inspect the water pipes in your home for a fee, immediately dial 911.

Annual Business Meeting

PPSD's main office will be closed on Thursday, December 10 fro 11:00 AM - 1:30 PM for our annual employee business meeting. In case of an emergency during this time, please call our water plant @ 304-757-6509. If you had planned on paying your bill in person during that time, you can use our drop box for check payments (no cash, please) or our secure online server for MasterCard or Visa payments.

Annual System Flushing

Starting March 30th thru May 29th

Flushing water lines are done to clean out distribution pipelines by removing any impurities or sediment that may be present in the pipe. Routine annual flushing is in accordance with the West Virginia Bureau of Public Health recommendations. Putnam PSD is in full compliance with all recommendations from regulatory agencies.

Caution should be taken during this period. If water is discolored, do not use for drinking, cooking or laundry. If you encounter discolored water, run water until it clears. If the discoloration continues, call (304) 757-6551. As a precautionary procedure, boiling the water is always advised for drinking or cooking while our crews are flushing in your area.

Water Conservation Tips

Here are some handy tips from Putnam PSD for conserving water:

When brushing your teeth, make sure to turn off the water until you rinse. Another option would be to brush your teeth in the shower while your shampoo or conditioner sets.
Speaking of showers, try to limit your daily shower time to under 5 minutes.
Hand wash dishes instead of using a dish washer. Make sure to allow dishes to soak so that you don't have to run water over the dried food bits.
If hand washing dishes isn't your thing, consider using more disposable plates and utensils.
Leftover water from dish washing or the bathtub can be used for watering outdoor plants. The soap will also act as a mild insecticide. Old water from fish tanks is another good option, as it is rich in fertilizers
When cooking vegetables, steam them in the microwave or stir fry them in a little oil instead of boiling. This will also help preserve their vitamin content.
When shaving, rather than rinsing the blade in running water, use a cup of hot water to remove shaving cream and stubble. This will also keep your blade hot.
Now is the time to fix that leaky faucet or toilet. The savings can really add up.
Place a bottle filled with water in your toilet tank. Do not, however, use a brick, as it can damage your tank and plumbing.
Wait to run washing machines or dishwashers until they are full and use the gentlest effective cycle.
If you use a sprinkler system, make sure to run it in the early morning to minimize evaporation. Also make sure that heads are positioned away from streets and driveways and to aerate your lawn frequently.
Consider using a broom instead of a mop or a hose for light cleanup tasks.
Wash your car less frequently and consider using a commercial car wash, as they filter and recycle a large percentage of their water.

Billing/Customer Service Supervisor Employment Opening

Progressive water and sewer utility located in Scott Depot, Putnam County is seeking a self motivated, detail-oriented supervisor for its Billing / Customer Service Department.

Responsibilities: Assisting customers; Supervising six employees; Daily cash receipts; Scheduling billing cycles; Issuing water and sewer bills; Working with neighboring water and sewer utilities; Working with utility regulatory agencies.

Special Requirements: Excellent verbal and written communication skills; Good math skills; Experience with Microsoft Word and Excel; Previous utility experience and supervisory experience a plus; Experience with ASI Software preferred but not required.

Putnam County has been experiencing one of the hottest Junes in recent memory. When the thermometer hits the 90s, as it has many times in recent weeks and will likely do again several more times this summer, it is absolutely critical to keep one' body temperature well-regulated when working outside.

One of the best ways to keep cool is to drink lots of cool tap water while in the heat. We recommend one cup (8 oz) every 15 to 20 that you are outside and engaged in physical activity.

If you are going to be exercising, make sure to fill a reusable water bottle or two before you head outside. If you are going to be doing work outdoors for an extended time, a large portable water cooler is in order.

The USDA, Rural Utilities Service has received an application for financial assistance from Putnam Public Service District. As required by the National Environmental Policy Act, the Rural Utilities Service has prepared an Environmental Assessment that evaluated the potential environmental effects and consequences of the proposed project. This notice announces the availability of the Environmental Assessment for public review and comment.

The proposed project consists of the following: Replacing an existing deteriorated 14” DIP force main with 16” PVC pipe, extending sewer service to serve approximately 30 new customers in a previously unserved area of Teays Hollow, increasing system capacity by constructing a new gravity 24” DIP interceptor sewer and upgrading the controls at 6 existing pump stations.

The project is located in Teays Valley Magisterial District of Putnam County, WV.

Copies of the Environmental Assessment are available for review at the USDA, Rural Development Area Office, 481 Ragland Road, Beckley, WV 25801, telephone number (304) 253-9597. For further information contact the Rural Utilities Service office at (304)284-4888. Any person interested in commenting on this proposed project should submit comments to the address above by July 16, 2007.

Finding water in a desert

This morning NPR had an interesting story on how Las Vegas is pragmatically managing a severe water crunch. While southern Nevada is one of the fastest growing regions in the US, it is also in a desert environment where the need for water is outpacing supply at an ever increasing rate.

As Putnam County grows, we too are faced with an increased demand for access to high-quality water service. That is why we have been upgrading our raw water lines between our plant and the Jonathan Larck Reservoir and have constructed three new water storage tanks.
